Algerian editor accuses government of censorship

ALGIERS, Algeria (AP) ? An editor has accused Algeria's government of censorship after it blocked the publication of his two newspapers.

Hicham Aboud, editor of the My Journal and Djaridati newspapers, said that happened after he rejected an order from the Communication Ministry on Saturday night to remove an article from the papers that claimed hospitalized President Abdelaziz Bouteflika had slipped into a coma.

The 76-year-old leader suffered a stroke last month and is being treated in France.

Aboud said, "This is more than an act of censorship, it's a ban on publishing." He said the articles were quoting credible medical sources.

The Communications Ministry said its action prevented a breach of national security.

Officials have repeatedly said that the president is recovering well and will soon return to Algeria.

Kremlin orders Russian pollster to register itself as 'spy'

Russia's only independent polling agency, the Levada Center, may face closure after Russian prosecutors ordered it to register as a "foreign agent" ? a term that's synonymous with "spy" in Russian ? under a new law designed to clamp down on nongovernmental organizations that receive any amount of funding from abroad and engage in any form of activity that authorities deem political.

The prosecutor's warning, delivered to the Levada Center on Monday and reproduced on the agency's website, essentially declares that Levada's world-renowned public opinion research is not considered by Russian authorities to be scientific work but rather "political activity" that is "aimed at shaping public opinion on government policy."

Levada, a registered NGO, is the only one of three major Russian pollsters that is independent of state funding and management. It has often had a tense relationship with the Kremlin. But many experts expressed surprise Monday over the prosecutor's threat, if only because Levada's sociological research ? including regular tracking polls on Vladimir Putin's public popularity ? has always been highly regarded on all sides of the political spectrum and is constantly cited by officials, parliamentarians, and state-run media.

In a statement, Levada's director Lev Gudkov said the order to cease publishing its work until it registers as a "foreign agent" puts the agency in "an extremely difficult situation."

"The prosecutors office is hanging our organization on the hook of possible fines while at the same time undermining its credibility and business reputation. Basically, the extremely vague definitions of 'political activity' and 'foreign funding' being applied here allow for the most arbitrary and elastic interpretations.... Hence, we face the possibility of administrative action against the management of our agency and even possible liquidation," he said.

Dozens of Russian NGOs have already been ordered by prosecutors to wear the "foreign agent" label in all their public activities, or face crippling fines and, ultimately, police shutdown. None have yet complied with the order, which they say does nothing to improve financial transparency and is solely designed to destroy their credibility with the Russian public, official institutions, and other organizations by saddling them with a label that means "spy" and nothing else in Russian.

Among those that have been singled out by prosecutors are the grassroots election monitoring organization Golos, the corruption watchdog Transparency International, and human rights monitors such as Memorial.

All of the targeted groups insist that they do not engage in partisan political activities of any kind, but that prosecutors are deploying a definition of "political" that includes any activities that might irritate authorities.

"This is not an attack against us specially but it is part of a growing assault against all NGOs and active civil society," says Alexei Grazhdankin, Levada's deputy director.

"What authorities want to do with Levada is to regulate the way we do our sociological work and control our relations with clients.... We are not engaged in political activity because we do not interfere, we just track the changes in public opinion and record them. It's not clear to us how this law is being applied, or how the publication of our data can be interpreted as a means to influence public opinion," he says.

"When some of our polls about Putin or the government get published, they get angry at us. We do other polls about the protest movement and the opposition that get them upset. We're just doing our job, which is to try to shed light on what's happening in the country," he adds.

The prosecutor's warning letter alleges that Levada has received $777,000 over the past four years in funding from outside groups such as the MacArthur Foundation, the Ford Foundation, and George Soros? OSI Assistance Foundation.

The agency also earns money by doing sociological research and market surveys on behalf of foreign clients, Mr. Grazhdankin says.

In his statement, Mr. Gudkov insists that such funding has not amounted to more than 3 percent of Levada's budget in recent years.

"Unlike other polling organizations, we have no direct state financing or state grants for carrying out surveys that often entail significant financial and organizational expenses," writes Gudkov. "The funds we have received from foreign sources (including donations and grants won on a competitive basis) or payment for ordered surveys by foreign organizations (such as universities, mass-media, universities and consulting firms) makes up an insignificant part of the budget of Levada Center, basically between 1.5 percent and 3 percent in various years," he added.

All major NGOs have agreed among themselves to refuse prosecutors' orders to don the "foreign agent" label, which they argue is tantamount to swallowing a poison pill.

The authorities' next step, many analysts argue, will be to step up the pressure with huge fines until the biggest NGOs buckle, or send in police to close them down.

"In a sense we are returning to Soviet times, when all political information will be generated and doled out by the authorities," says Dmitry Oreshkin, head of the Mercator Group, an independent Moscow media consultancy.

"It's a convenient situation for the authorities, who can just write down the number of votes they need and it will be so reported. Economic indexes will grow constantly, and support for our beloved leader will be always buoyant. And it will go on that way until everything once again collapses," he says.

Tornadoes level homes in Okla., 21 injured

SHAWNEE, Okla. (AP) ? One of several tornadoes that touched down Sunday in Oklahoma turned homes in a trailer park near Oklahoma City into splinters and rubble and sent frightened residents along a 100-mile corridor scurrying for shelter.

The tornadoes, high winds and hail across Oklahoma, Kansas and Iowa were part of a massive, northeastward-moving storm system that stretched from Texas to Minnesota.

At least four separate twisters touched down in central Oklahoma late Sunday afternoon, including one near the town of Shawnee, 35 miles southeast of Oklahoma City, that laid waste to much of a mobile home park.

Across the state, 21 people were injured, not including those who suffered bumps and bruises and chose not to visit a hospital, said Keli Cain, a spokeswoman for the Oklahoma Department of Emergency Management.

Following the twisters, local emergency officials went from home site to home site in an effort to account for everyone. Cain said that, many times in such situations, people who are not found immediately are discovered later to have left the area ahead of the storm.

Forecasters had been warning of a general storm outbreak since Wednesday, and for Sunday's storms some residents had more than a half-hour's notice that a twister was on the way. Tornado watches and warnings were in effect through late Sunday in much of the nation's midsection.

The trailer park west of Shawnee was among the hardest-hit areas, and among the hardest to reach, as tractor-trailers that forced the closure of a section of Interstate 40 north of the site and power lines draped across roads to the south.

James Hoke lives with his wife and two children in Steelman Estates Mobile Home Park. He said the family went into their storm cellar as the storm approached. When they came out, their mobile home had vanished.

"It took a dead hit," Hoke said.

A storm spotter told the National Weather Service that the tornado left the earth "scoured" at the mobile home park.

"It seemed like it went on forever. It was a big rumbling for a long time," said Shawn Savory, standing outside his damaged remodeling business in Shawnee. "It was close enough that you could feel like you could reach out and touch it."

Gov. Mary Fallin declared an emergency for 16 Oklahoma counties that suffered from severe storms and flooding during the weekend. The declaration lets local governments acquire goods quickly to respond to their residents' needs and puts the state in line for federal help if it becomes necessary.

Heavy rains and straight-line winds hit much of western Oklahoma on Saturday. Tornadoes were also reported Sunday at Edmond, Arcadia and near Wellston to the north and northeast of Oklahoma City. The supercell that generated the twisters weakened as it approached Tulsa, 90 miles to the northeast.

"I knew it was coming," said Randy Grau, who huddled with his wife and two young sons in their Edmond home's safe room when the tornado hit. He said he peered out his window as the weather worsened and believed he saw a flock of birds heading down the street.

"Then I realized it was swirling debris. That's when we shut the door of the safe room," said Grau, adding that they remained in the room for 10 minutes.

In Wichita, Kan., a tornado touched down near Mid-Content Airport on the city's southwest side shortly before 4 p.m., knocking out power to thousands of homes and businesses but bypassing the most populated areas of Kansas' biggest city. The Wichita tornado was an EF1 on the enhanced Fujita scale, with winds of 110 mph, according to the National Weather Service.

Sedgwick County Emergency Management Director Randy Duncan said there were no reports of fatalities or injuries in Kansas.

There were also two reports of tornadoes touching down in Iowa on Sunday night, including one near Huxley, about 20 miles north of Des Moines, and one in Grundy County, which is northeast of Des Moines, according to the Des Moines Register. There were no immediate reports of major damage or injuries.

In Oklahoma, aerial television news footage showed homes with significant damage northeast of Oklahoma City. Some outbuildings appeared to have been leveled, and some homes' roofs or walls had been knocked down.

"When I first drove into the neighborhood, I didn't see any major damage until I pulled into the front of my house," said Csaba Mathe, of Edmond, who found a part of his neighbor's fence in his swimming pool. "My reaction was: I hope insurance pays for the cleaning."

"I typically have two trash cans, and now I have five in my driveway."

The Storm Prediction Center had been warning about severe weather in the region since Wednesday, and on Friday, it zeroed in on Sunday as the day the storm system would likely pass through.

"They've been calling for this all day," Edmond resident Anita Wright said after riding out the twister in an underground shelter. She and her husband, Ed, emerged from their hiding place to find uprooted trees, downed limbs and damaged gutters in their home.

In Katie Leathers' backyard, the family's trampoline was tossed through a section of fence and a giant tree uprooted.

"I saw all the trees waving, and that's when I grabbed everyone and got into two closets," Leathers said. "All these trees just snapped."

Analysis: Shrinking deficit reduces pressure for budget deal

WASHINGTON (Reuters) - The chances of a deal between Democratic and Republican lawmakers that would overhaul the tax system, trim government spending and reform safety net spending programs appear to be fading.

A sudden improvement in the outlook for the government deficit over the next decade has alleviated some of the pressure on lawmakers to act. And a spate of scandals, involving the Internal Revenue Service, security for the U.S. mission in Benghazi and the seizure of phone records from the Associated Press news agency, has distracted Congress and the White House.

For those who believe there needs to be radical reform to put the U.S. budget on a more balanced long-term course, or who want a simpler tax system, congressional inaction might be disheartening.

"Both sides have hardened in their positions and fiscal fatigue seems to have taken over," said Steve Bell, a Republican who is a senior director at the Bipartisan Policy Center.

The numbers "put out the fire among the hair-on-fire crowd," said Jared Bernstein, senior fellow at the Center on Budget and Policy Priorities and former economic adviser to Democratic Vice President Joe Biden. But, he said, "the chances that this Congress does anything useful, which were already low, are even lower."

"Probably, if you're in the White House, you're more worried about the IRS," Bernstein said. Last week, media reported that the agency scrutinized conservative groups seeking tax exemptions.

The news about the shrinking deficit came Tuesday, when the Congressional Budget Office slashed its deficit forecast for 2013, projecting it will be equivalent to 4 percent of America's economic output, less than half its 2009 level, and will drop to 2.1 percent, based on current projections, by 2015.

But the report said the deficit would start widening again in 2016 and continue on an upward path with "serious negative consequences" on the economy, increasing "the risk of a fiscal crisis."

The differing reactions to the figures were telling.

"I'm gonna smile for this," White House Press Secretary Jay Carney said at his daily briefing on Wednesday by pointing to the projections for the next 10 years.

The Republican-controlled House Budget Committee, chaired by Wisconsin Representative Paul Ryan, put out a statement calling the figures "a fresh reminder of Washington's out-of-control spending," calling attention to the fact that long-term projections by the CBO remained dismal.

Lawmakers had taken notice of the shift in the fiscal dynamic before that report.

They have been doing little, for example, to bridge the gap between budgets passed in March by the Democrat-controlled Senate and the Republican-controlled House of Representatives. No conference committee has been formed to reconcile deep spending cuts in the Republican plan with nearly $1 trillion in tax hikes in the Democratic version.

Any attempt by Obama to shift attention from the controversies to getting a budget agreement may be resisted by Republicans who want to deny him a victory ahead of the 2014 congressional elections. And members of his own party argue the improving deficit outlook is a reason to reject steep spending cuts.

Obama, who made little headway in convincing his party to support cuts to future Social Security benefits, will have an harder time now, Bernstein said.

Last week, several liberal Democrats from the House of Representatives said they supported expanding the program's benefits for people with disabilities.

"We do not have to cut benefits to ensure that Social Security will be there for generations to come," said Rep. Jan Schakowski, a Democrat from Illinois.

DEBT STABILIZING OVER NEXT DECADE

The CBO report showed that government debt, which rose rapidly since 2009 and led to fears of a debt crisis overwhelming the U.S. economy, will essentially stabilize over the next 10 years.

If the United States experienced another recession, which could hit tax revenues hard, the situation could get worse.

Based on the new deficit numbers, the government will need to borrow less, pushing back the likely timeframe for a congressional fight over the government's legal limit on borrowing to as late as November.

"It's one more reason for Congress to do nothing," said Ethan Siegal, a budget analyst at The Washington Exchange, who sees some possibility of corporate tax reform.

For some, the continued budget gridlock, now less threatening, is good news. The reduction in political uncertainty in Washington has helped U.S. stock prices to reach record highs in the past few weeks.

The quick drop in the deficit "should definitely reduce people's fears of instability," said Alec Phillips, a Washington-based economist for Goldman Sachs, who tracks fiscal policy for the Wall Street bank.

"It just seems that there's less of an emergency here," said John Sides, a political scientist at George Washington University. "The deficit goes out the window relatively quickly."

But battles over the debt ceiling, while unsettling to Wall Street, have provided the impetus and crisis atmosphere that produced the tax hikes on the wealthy introduced in January, and the across-the-board budget cuts, known as the "sequester," that are being imposed now.

Those tax increases and the sequester, along with the improving housing market and economy, are largely responsible for the good news, the CBO said in its report on Tuesday.

The government received $1.6 trillion in taxes in the first four months of the year, a record high for this time period.

In March and April, when a wave of congressionally mandated budget cuts first took effect, the 12-month average of spending was lower than in the same period in 2011.

Republican deficit hawks worry that the clock will run out on the possibility of reform of so-called entitlements, like Medicare, the government health insurance program for seniors, and Social Security.

"Just because the patient is getting better for a while, doesn't mean we shouldn't act," said Representative Tom Cole, an Oklahoma Republican who sits on the House Budget and Appropriations committees.

"This is going to be much more difficult in 2014, so now seems an auspicious time to act," he said, referring to the mid-term elections.

It's the hottest not-yet-confirmed story in entertainment at the moment: Are Beyonce and Jay-Z about to announce that baby No. 2 is on the way?

E! Online and other outlets seem positive this is the case, though thus far "sources" are the only place information has come from -- no one's spokesperson has stepped forward to put the official stamp on it.

But perhaps Beyonce herself reportedly did, on a since-deleted post on her Instagram account (see link for screen shot of post). According to several outlets, shortly after the initial rumors began surfacing, the singer apparently posted: "I can?t stop the rumors from starting, and I can?t really change peoples minds who believe them, all I can do is sit back and laugh at these low life people who have nothing better to do than talk about me.?

So since Beyonce won't say "yes" or "no," what's fueling this burning question?

  • In April, Beyonce told Shape magazine that they would definitely have more children in the future, saying ?I?ll probably start after this tour.? Her first, Blue Ivy, is 16 months old. She hit the road with her "Mrs. Carter Show World Tour" that month, and will be on the road until September -- but maybe she just couldn't wait.
  • Her appearance at the Met Gala in early May featured her in a "stomach-concealing Givenchy gown," as E! Online described it, and as the site suggested, concealment could only mean one thing.
  • On May 13, the New York Post went into full rumor mode, saying that "music insiders are chattering" about her newly-pregnant status, and noted that photos from her tour seem to reveal a baby bump.
  • On May 14, the singer postponed a concert in Belgium, saying in a statement she was "advised by her doctors to rest as a result of dehydration and exhaustion." She posted a note to her Tumblr page later in apology, noting "I've never postponed a show in my life."
  • Other celebrities like Russell Simmons are already taking the rumors as fact, and tweeting congrats.
  • People are just excited to read about Bey's comings and goings, as indicated by her recent controversial trip to Cuba with Jay-Z and the fact that the announcement of her first pregnancy -- on the 2011 MTV Video Music Awards -- set a Guinness World Record for most tweets per second related to a single event.

Meanwhile, Beyonce is unlikely to ease off of work any time soon, regardless of whatever announcement she may make. Other E! sources are saying the tour won't be affected by the rumored pregnancy.

Beyonce will be heard soon, though -- she's the voice of Queen Tara in the animated film "Epic," which opens in theaters on May 24.

IRS asked anti-abortion group about content of public prayers

While applying with the Internal Revenue Service for tax-exempt status in 2009, an Iowa-based anti-abortion group was asked to provide information about its members' prayer meetings, documents sent by an IRS official to the organization reveal.

On June 22, 2009, the Coalition for Life of Iowa received a letter from the IRS office in Cincinnati, Ohio, that oversees tax exemptions requesting details about how often members pray and whether their prayers are "considered educational."

"Please explain how all of your activities, including the prayer meetings held outside of Planned Parenthood, are considered educational as defined under 501(c)(3)," reads the letter, made public by the Thomas More Society, a public interest law firm that collected evidence about the IRS practices. "Organizations exempt under 501(c)(3) may present opinions with scientific or medical facts. Please explain in detail the activities at these prayer meetings. Also, please provide the percentage of time your organizations spends on prayer groups as compared with the other activities of the organization."

The IRS is currently under fire for allegedly targeting conservative groups that applied for nonprofit status in recent years. In response, two IRS officials have stepped down, including Acting Commissioner Steven Miller.

That portion of the questionnaire, in which the IRS also asked about signs the group intended to carry at rallies at Planned Parenthood offices, is below:

During a Ways and Means Committee hearing Friday on Capitol Hill, Illinois Republican Rep. Aaron Schock asked Miller specifically about the Campaign for Life of Iowa letter from 2009.

?Would that be an inappropriate question to a 501(c)3 applicant?? Schock asked. ?The content of one?s prayers??

?It pains me to say I can?t speak to that one either,? Miller said. He had said earlier that he would not be able to discuss individual cases during the hearing.

"You don't know whether or not that would be an appropriate question to ask?" Schock replied.

"Speaking outside of this case, which I don't know anything about, it would surprise me that that question was asked," Miller said.

The New Yorker unveils Strongbox, a tool for sources to submit files and tips anonymously

As with most news organizations, a lot of the posts we publish start out as emailed tips from you, our dear readers. But some employees put their jobs on the line when they share info, which, as you might imagine, makes them reluctant to hit send. The New Yorker seems to have a solution that'll offer a much higher degree of anonymity, stripping IP addresses and other identifying data whenever you upload a file or submit a tip. You create an alias, and all correspondence takes place within a secure environment, called Strongbox. Best yet, the code for this tool, called DeadDrop, is completely open-source, so you can download the necessary software and implement it on your own site, free of charge. Remember Samsung's TecTiles NFC-enabled stickers? Well, much to our dismay, they don't work with the company's flashy new handset, and Galaxy S 4 owners haven't had an alternative to stock up on until today. Samsung's new TecTiles 2, which can perform tasks similar to the smartphone maker's previous-generation product, are now available, priced at $15 for a pack of five. They're compatible with all Samsung NFC-enabled Android smartphones, and offer up a variety of functions, such as muting your device when you tap a tag in the boardroom, or checking you in on Foursquare by touching a TecTile in a restaurant, for example. Trying to be happier works when listening to upbeat music

May 14, 2013 ? The song, "Get Happy," famously performed by Judy Garland, has encouraged people to improve their mood for decades. Recent research at the University of Missouri discovered that an individual can indeed successfully try to be happier, especially when cheery music aids the process. This research points to ways that people can actively improve their moods and corroborates earlier MU research.

"Our work provides support for what many people already do -- listen to music to improve their moods," said lead author Yuna Ferguson, who performed the study while she was an MU doctoral student in psychological science. "Although pursuing personal happiness may be thought of as a self-centered venture, research suggests that happiness relates to a higher probability of socially beneficial behavior, better physical health, higher income and greater relationship satisfaction."

In two studies by Ferguson, participants successfully improved their moods in the short term and boosted their overall happiness over a two week period. During the first study, participants improved their mood after being instructed to attempt to do so, but only if they listened to the upbeat music of Copland, as opposed to the more somber Stravinsky. Other participants, who simply listened to the music without attempting to change their mood, also didn't report a change in happiness. In the second study, participants reported higher levels of happiness after two weeks of lab sessions in which they listened to positive music while trying to feel happier, compared to control participants who only listened to music.

However, Ferguson noted that for people to put her research into practice, they must be wary of too much introspection into their mood or constantly asking, "Am I happy yet?"

"Rather than focusing on how much happiness they've gained and engaging in that kind of mental calculation, people could focus more on enjoying their experience of the journey towards happiness and not get hung up on the destination," said Ferguson.

Ferguson's work corroborated earlier findings by Ferguson's doctoral advisor and co-author of the current study, Kennon Sheldon, professor of psychological science in MU's College of Arts and Science.

"The Hedonic Adaptation Prevention model, developed in my earlier research, says that we can stay in the upper half of our 'set range' of potential happiness as long as we keep having positive experiences, and avoid wanting too much more than we have," said Sheldon. "Yuna's research suggests that we can intentionally seek to make mental changes leading to new positive experiences of life. The fact that we're aware we're doing this, has no detrimental effect."

Last-minute entry transforms Iranian race - World News

Former president Akbar Hashemi Rafsanjani threw himself into Iran's election race on Saturday as a flurry of heavyweight candidates rushed to beat the registration deadline in the most unpredictable contest for decades.

Iranian media reported that Rafsanjani - a relative moderate - had registered for the June 14 presidential election with just minutes to spare. His candidacy radically alters what was previously seen as a contest between rival conservative groups.

The former president could scupper the hopes of 'Principlists', loyal to Supreme Leader Ayatollah Ali Khamenei, who are aiming to secure a quick and painless transition and paper over the deep fissures between the opposing camps.

Who's running for president in Iran

Rafsanjani, 78, who was president from 1989 to 1997, is expected to draw some support from reformists because he backed the opposition movement whose protests were crushed after the last, disputed election in 2009.

The election comes at a critical moment, as Iran reels from international sanctions over its disputed atomic program and faces the threat of attack by Israel if it crosses what the Jewish state calls a 'red line' towards acquiring a nuclear weapon. Tehran strenuously denies it wants an atomic bomb.

A vast field of more than 400 candidates have thrown their names into the ring as potential successors to outgoing president Mahmoud Ahmadinejad, who has long been at odds with the supreme leader.

Shortly before Rafsanjani's announcement, Saeed Jalili, a hardline conservative who is seen as close to Khamenei and has led rounds of so far unsuccessful nuclear talks with world powers, entered his name as a candidate.?

Soon afterwards Esfandiar Rahim Mashaie, an aide to Ahmadinejad and a man viewed with intense distrust by conservatives, registered for the race, gripping Ahmadinejad's hand as the two flashed peace signs for photographers.

Khamenei's camp sees Mashaie as leading a "deviant current" that seeks to set aside clerical influence in favor of a more nationalistic doctrine.

The presidential vote is the first since Ahmadinejad's disputed re-election four years ago, when mass "Green movement" protests erupted after the defeat of reformist candidates Mirhossein Mousavi and Mehdi Karoubi. Dozens were killed in the worst unrest since the 1979 revolution.

The outcome of next month's contest will signal the extent of Khamenei's control at the summit of power in the Islamic Republic.

It will also show whether he feels the need to reach out to opposition groups and whether the reformists are capable of making a comeback. Proponents of greater social and political freedoms have been suppressed or sidelined: Mousavi, his wife and Karoubi have been under house arrest for over two years.

Facebook likes to do a lot of "opt out" rather than "opt in" changes on its app updates, and the most recent culprit is a new persistent notification for users to keep up with their Facebook notifications at all times. The notification will pop up when you first install the new version of the Facebook app, and will stay in your bar until you tap part of it to enter the app or tap a small "x" on the right side to dismiss it, much like notifications from media players. Unfortunately, it will keep coming back if you don't go change the settings in the Facebook app. To disable it, open your Facebook app, tap "menu" (or the soft menu key) and tap into the Facebook settings. Scroll down to the very bottom of the list, where under "Advanced Notification Settings" you should see an option to uncheck "Ongoing notifications". (Some users report not seeing the setting, which we have yet to figure out the reason behind.)

While you're in there, you can also choose to disable any other notification from Facebook. This will be especially important if you happen to like the ongoing notification, because if you keep the other notifications turned on you will receive two Facebook notifications any time that something happens. We know, Facebook's settings are a mess, but if you're going to keep the app installed the least you can do is keep the notifications in check.

Suicide bombers launch attacks in 2 Mali towns

BAMAKO, Mali (AP) ? Five suicide bombers carried out two simultaneous attacks on soldiers in Mali on Friday in another indication of the growing coordination of operations by militants against African and French forces.

The attacks only killed the bombers and wounded two Malian soldiers, but they highlighted the continued threat posed by the al-Qaida-linked militants, four months after France launched an offensive to oust them from urban centers in this West African nation.

Four men entered the northern Malian town of Gossi at around 4:30 a.m. Friday, according to local official Sidi Ben Hamou. Three blew themselves up at a military checkpoint, wounding two Malian soldiers.

"People thought it was water in the bottles, but it was the explosives that were inside," Ben Hamou said. The fourth suicide bomber attempted to reach a Malian military camp in the town but was shot and killed by soldiers before he could do so, said Hamou.

Meanwhile, another attacker in a vehicle laden with explosive tried to enter a military camp in the town of Menaka, authorities said.

"A car bomber tried to enter a military camp where there were soldiers from Niger in Menaka early this morning and was neutralized," said Lt. Col. Souleymane Maiga, a spokesman for the Malian military. It was not clear how many jihadists were inside the vehicle, but there were no casualties among the Nigerien soldiers.

In Paris, French President Francois Hollande and visiting Niger President Mahamadou Issoufou portrayed the French-led intervention as a military victory. The French, helped by troops from neighboring African countries including Niger, launched a military operation to take back the north of Mali on Jan. 11.

"I've always said that there are still armed groups in Mali," Hollande told reporters. He reiterated that for this reason 1,000 French soldiers will remain until the end of the year "who can in any event intervene if ... there were terrorist actions."

The initial offensive led by the French succeeded in freeing the major towns in the north from the grips of the extremists, who occupied a France-sized territory a year ago, imposing Shariah law and opening terrorist training camps.

However, the northern provincial capital of Kidal was quickly retaken by a Tuareg rebel group, known as the National Movement for the Liberation of the Azawad. The jihadists fled into the surrounding desert and there have been repeated suicide attacks, including at least four in Gao, and two each in Timbuktu and Kidal.

The Niger president cited the attempted suicide attack Friday morning at the Niger camp in Menaka that was defeated "in time." He said, "There are asymmetric actions that will continue to develop, but we can consider that militarily the jihadists are vanquished."

At the same time, Issoufou said that the U.N. peacekeeping mission which is to take over from the French and African forces needs to be robust.

"This mission must be a very strong mission. It is not to be a classic mission of United Nations. It's a mission that should have a strong mandate, an offensive mandate to be able to confront asymmetric actions that could develop or exist in Mali," he said.

He and Hollande both stressed that all of Mali should take part in planned presidential elections expected by the end of July.

"Every fraction of Malian territory must be capable of organizing the elections... There must be a Malian administration to organize this vote," with the help of the militaries, said Issoufou.

He said that he and Hollande are confident, adding that "the only problem until now is the absence of the Malian administration in Kidal," but "this problem should be able to resolve very quickly in the coming days." He did not elaborate.
